GREENING THE 1st 100-DAY AGENDA
PROPOSED 1st 100-DAY AGENDA:
- Certify as an URGENT BILL, a National Climate Emergency Declaration and Action Legislation to fully finance & enforce climate actions & grant emergency powers to the President to implement measures for compliance, including resettlements in GREEN COMMUNES of internal climate refugees and deep GHG emission cuts as per our Paris Climate Accord commitments.
- Declare the COVID-19 as an endemic disease towards normalization & direct the Department of Health to adopt planetary health as a guiding framework to monitor and prepare for upcoming zoonotic & vector-based diseases induced by climate change.
- Amend the National Renewable Energy Plan (NREP) to reflect more ambitious targets to achieve shift to 100% renewable energy within two (2) decades
- Cancel all planned additional coal-fired power plants in the next 6 years
- Instruct the DPWH, DOST DOTR and DHSUD to develop a 6-year plan to prioritize GREEN SOCIAL HOUSING, ELECTRIC MASS TRANSPORTATION and PUBLIC WORKS to support green production & services and the GREEN COMMUNES
- Certify us URGENT BILL the Repeal of the Rice Tarrification Law in favor of a new law that will require government to contract small farmers & fisherfolks as organic food producers and acting as direct sellers to poor domestic consumers
- Within allowable provisions of the law on the utilization of the Coco Levy Fund, provide optimal subsidy to improve production, post production & marketing of organic products among coconut farmers
- Issue an Executive Order requiring all government offices to prioritize procurement of organic farm & aqua marine products from small farmers & fishers in all their food needs
- Issue an Executive Order (E.O.) instructing the DENR, DA and the DILG to draw out a joint plan to reach 45% forest cover through massive reforestation and afforestation program for all our major islands within 6 years.
- Order all LGUs, the Armed Forces of the Philippines (AFP) to mobilize its personnel & volunteers, the DSWD for all its 4P beneficiaries & personnel and the CHED, TESDA & DepEd to mobilize its students and personnel to these massive reforestation and afforestation program and where viable in monitoring and enforcement of forest and other environmental laws taking into account the right to self determination of Indigenous & Bangsamoro Peoples.
- Issue an Executive Order (E.O.) putting into a 6-year moratorium all forest land conversion or until a national land use law is adopted; whichever comes sooner.
- Direct the DENR and the DTI to expedite the adoption of an implementing rules and regulations for the anticipated EPR (Extended Producers Responsibility) Law on plastics
- Review the utilization of the Bayanihan Law fund and direct the remaining funds intended to support the re-start of MSMEs; providing incentives to those who subscribe to the practice of circular economy & zero waste
- Through the DILG, direct the performance review of LGU Executives & suspend gross violators of existing ecowaste and pollution laws
- Direct the NEDA Board to do develop 6-year plan on ecological economics based on circular economy & zero waste principles & practices
- Certify as an URGENT BILL, a GREEN COMMUNE legislation that will set a long-term target of 30% de-urbanization within 2-3 decades through collectivize circular-economic and sustainable habitat with conservation areas as permanent resettlement areas for the anticipated 5M climate change internal refugees due to displacement as a result of climate impacts and allocate sufficient funding and identify potential areas
- Convene a nationwide study and consultation on available technologies, practices and models on sustainable human habitat development as benchmarking for the Green Communes
- Re-instate the national moratorium on all new mining application as well as the ban on open-pit mining on all operating mines
- Issue an Executive Order (E.O.) directing the re-cooperativization of all water and electricity utilities cooperatives under the Cooperative Development Authority (CDA)
- Certify as an URGENT BILL the Alternative Mineral Mining Bill (AMMB)
- Certify as an urgent legislative measure in the next General Appropriations Act (GAA), the sufficient funding for the full implementation of the RH (Reproductive Health) law
- Instruct the CHED, TESTA and DepEd to work closely with the PopCom (Population Commission) to mainstream aggressively the promotion of reproductive rights & reproductive health services
- Instruct the PoPCom; in consultation with all government agencies to draw out effective incentives for a 2-child per couple and adoption options and issue an E.O to effect this
- Abolish the NTF-ELCAP
- Announce the resumption of peace talks with all rebels
- Expedite the registration with LRA of the CADT of at least 50 ancestral domains
- Certify as an URGENT BILL an ADSDPP Support Fund
- Support the declaration of PEACE ZONES within ancestral domains from where withdrawal of all armed groups will happen
- Instruct the Civil Service Commission (CSC), the DENR, DA and the Climate Change Commission to conduct massive orientations on the GREEN AGENDA, CLIMATE JUSTICE and ENVIRONMENTAL RIGHTS
- Certify as an URGENT BILL a Political Party System Reform legislation
- Instruct the DILG and Liga ng mga Barangays at SK National Federation to design and conduct nationwide trainings for Barangays and SK Officials on Barangay Green Governance and Climate Change Actions
- Certify as an URGENT BILL a law to repeal PD 1177 or the automatic appropriations of national debt payments and in its place a law that will either spell our 6-years of no additional debts or a definitive ceiling for any additional debt requirements and strict conditional requirements before accessing it as well as laying the ground for renegotiating terms of existing debts to seek relief
- Certify as an URGENT BILL a law to re-nationalize all oil, natural gas, mineral mining & essential public utilities to derive additional income for the country subject to prioritization of environmental conservation and climate actions
- Certify as an URGENT BILLS laws to develop a Carbon Tax, Unsustainable Lifestyle Tax (Sin Taxes), a Wealth Tax while reducing income taxes among the poorest and Value Added Taxes
- Issue an Executive Order (E.O.) instructing the Department of Migrant Workers, DTI, DILG, DoLE, DoF and CDA to develop and launch an investment mechanism for OFWs and BPO workers in Green Communes through the LIDA (Local Investment Development Authority) mechanism, under the LGC
- Issue an Executive Order (E.O.) to all education and capacity-building-related agencies and government bodies and programs to orient everyone on the elements of the GREEN AGENDA, the GREEN COMMUNES and CLIMATE ACTIONS
- Certify as an urgent measure for the next General Appropriations Act (GAA) to increase the budget of DOST and Research & Development (R&D) for sustainability solutions in general by 100% from its last year's budget
- Direct the NCCA to develop a National Program to support creatives on Artistic Expressions on Sustainability principles and concepts.
- Direct the DFA, DENR and the DND to draft a propose treaty to be propose to the Senate and eventually to the ASEAN for declaring the disputed territories in West Philippine Seas as REGIONAL ECOLOGICAL PEACE ZONES to allow for mounting joint research, exploration and conservation for future sustainable utilization and develop an ASEAN Complementary Defense Alliance to protect this regional zone of ecological peace.
- Initiate a national consultation process to review the Philippine-US defense pacts towards building an independent foreign policy not fully dependent on our western allies for our own national defense.
- Issue a directive to the DTI and Department of Migrant Workers to conduct massive information drive orient everyone on the elements of the GREEN AGENDA, the GREEN COMMUNES and CLIMATE ACTIONS and the role as green investors of OFWs and BPO workers
- Order a performance review of the Climate Change Commission (CCC); particularly in its role in supporting our government, NGO and private sector representatives to the global climate negotiations and re-organize and enhance the leadership and capacity of the CCC based on this assessment.
- Direct the CCC to update our NDC to zero emission targets by 2050 with the current non conditional targets increase from a mere 3% to between 20-30% for our next submission
