Provide technical & financial incentives to facilitate the return and reintegration of 75% of OFW within a decade with investment mechanisms in green agro-industrial and service enterprises in the GREEN COMMUNES. The OFW phenomenon has had a huge social costs in breaking up and weakening the Filipino families. It has contributed in the demand-side factors in the rise of drug addiction among the young, teenage pregnancy and juvenile delinquency. In the same respect, the BPO industry (call center workers) is an unsustainable source of employment as the rise of artificial intelligence technology in the next 2 decades will render most of these work obsolete. They too must be re-integrated back as Green Commune investors to prepare them for their eventual exit from this industry soon.

Support Philippine delegations leading roles in global demands for climate justice, particularly to demand for loss & damages for early onset of climate change impacts as well as consistent implementation of our own commitments to the recent Paris agreement on global climate actions. It will improve our standing in climate diplomacy if we improve on our current 75% emission reduction target to a full zero emission target by 2050 and by increasing to substantially our unconditional targets from the current low 3% to about 20-30% in our NDC (Nationally Determined Contributions) to the Paris Climate Agreements.
