Sustainable National financing would be key to implement the GREEN AGENDA and as such we will pursue re-negotiations of all relevant domestic and foreign debts for debt reliefs & condonations while pursuing a decade with no new national debts. Instead, we will strictly clean up our government procurement systems to optimize utilization and plug up leaks of public financing, nationalize; towards positive revenues, major essential public utilities and oil, natural gas & mineral mining resources. We will also provide incentives to re-direct a large portion of remittances of OFWs as diaspora investment as well as investments from BPO worker to key green industries and introduce a carbon tax on trade, fossil fuel and other environmentally destructive industrial processes & production as well as new and more taxes on products & services that leads to unsustainable & unhealthy lifestyles and a wealth tax among the richest 10% while reducing income & value added tax

Green Agenda 12: Education, Research & Development (R&D) & Artistic Expressions for Sustainability6/2/2022 ![]()
The implementation of the GREEN AGENDA and the GREEN COMMUNES will require massive re-education of Filipinos on sustainability values, knowledge and skills and promote the preservation and development of cultural and artistic/creative expressions of sustainability. All institution of learning and R&D (research and development) will be re-focus on sustainability principles & practices supporting the mainstreaming & institutionalization of all these 15-point Green Agenda in all aspects of our society with public R&D budget increase by 500% and support to Filipino inventors and their associations for green innovations on top of its priority. Sufficient support to our artists and creatives, especially in the promotion of a Filipino culture of sustainability and culture of "sapat" will be provided.

Our foreign affairs policy will be one of strong cultural, economic and SECURITY solidarity with the South East Asian nations and other close neighbors, protecting the integrity of our territory while pursuing peaceful negotiations & settlement to resolve conflicts on disputed territories among ourselves by championing instead joint development and conservation for future use. Needless to say, sufficient support will be provided to allow the Armed Forces of the Philippines and the Philippine Coast Guard to have the capacity; in tandem with our neighboring allies to protect the integrity of our territory and shared disputed territories against external threats and not fully being dependent on our mutual defense treaties with western allies

Provide technical & financial incentives to facilitate the return and reintegration of 75% of OFW within a decade with investment mechanisms in green agro-industrial and service enterprises in the GREEN COMMUNES. The OFW phenomenon has had a huge social costs in breaking up and weakening the Filipino families. It has contributed in the demand-side factors in the rise of drug addiction among the young, teenage pregnancy and juvenile delinquency. In the same respect, the BPO industry (call center workers) is an unsustainable source of employment as the rise of artificial intelligence technology in the next 2 decades will render most of these work obsolete. They too must be re-integrated back as Green Commune investors to prepare them for their eventual exit from this industry soon.

Support Philippine delegations leading roles in global demands for climate justice, particularly to demand for loss & damages for early onset of climate change impacts as well as consistent implementation of our own commitments to the recent Paris agreement on global climate actions. It will improve our standing in climate diplomacy if we improve on our current 75% emission reduction target to a full zero emission target by 2050 and by increasing to substantially our unconditional targets from the current low 3% to about 20-30% in our NDC (Nationally Determined Contributions) to the Paris Climate Agreements.
